It depends on what you've got. Try to have 2 or 3 top scorers, ideally one guard, one forward and one center, so you don't have a predictable offense. The other players should be good defenders, and have some decent scorers on your bench.

I don't think you should rely too heavily on inside or outside score, try to have balance. For example, you could have your PF and your C with great scoring and 20, 30k salary and a top SG who can score and be an excellent defender too (you don't want him fouling out). Then, have 2 decent PG (10, 15k). If your economy allows it, improve your SF.

This is just one plan, is not perfect, but you'd definitely have a goal in mind and work towards it.

for me, go for the well rounded team. The one that can play inside or outside and defend inside and outside. It makes you unpredictable. You can mix up your offense go inside or you can go outside or you can go neutral. Your opponents will have a hard time.

First, Ive seen your previous team and you did really well with it so im sure you will have a great team when you rebuild.As far as how you should rebuild I agree with the others of an all around team. Make sure to have good rebounders though. By having good rebounders you can take away many second chance points away from your opponent which is crucial. Also, make sure to have decent passing with every guy. Offensive flow is very underated. If you take care of those areas and have good scoring as well you should have a great team.
