I'd say IS,ID,REB,JS,SB,JR,OD,PA,DR,HN in that order.
Driving isn't that important in my opinion for a power forward but I'd look to have at for a real good power forward at respectable. PF's with really good secondaries can become really useful. They can create miss matches and you can run outside oriented offenses with your power forward helping extend the floor with good JS, JR. With good handling and Passing the PF can make good passes inside, and OD helps so you can play lots of different zones and keep them effective.

I disagree with the saying that driving isn't that important. If you have a dynamic big guy they won't shoot as much without higher driving. I've had 100k centers that were much better than the competition that had average or less driving and wouldn't shoot. My offensive flow was good enough to get them the ball but they wouldn't ever shoot. If had to say what skills to go for.... the obvious ones IS, ID, REB, then, JS, DR, JR, PA, OD, HN. It also depends on what you're looking for how your team is built, what offense you like to run. etc.

It all depends on what kind of PF you are going for, i'm not saying don;t pay attention do driving, just focus on some other stuff first. If he wants his PF to score a lot then I would have put driving higher.
