If you want to beat your opponent, you'll need to have better players than them, so logically more expensive salaries, even the rounded ones can be more expensive than other rounded ones.
the luxury tax actually egzist. for every skill level you pay more and more. For example 15 15 15 and 16 16 16 center would have nearly as twice the salary.

Users who expect instant gratification will probably have more fun playing a different game. The NBA console series come to mind.
