Ratings are calculated as average of sum of ratings for every single minute, depending of players on court. If garbage time occurred then ratings could be falsified, because garbage time affects who is on court in last quarter.

Thank you for the reply . I understand now. Also could the fact he got to the line so much shooting free throws mean his points per 100 shots is lower. Because free throws are less points per shot than regular baskets?.

I can't say for certain in this situation but usually a shooting foul (without a made basket) is considered a "shot". It could be that the formula used to calculate pp100 here isn't taking into account how likely a player is to get fouled which would reduce pp100 because a shooting foul is better than a normal shot attempt. But I've never seen or heard of individual free throws being counted as any type of shot individually.
