Draft and scouting does not work.
The draft players are generally not available until sometime around the All-Star Game in the middle of the season. Until the players are generated, there's nothing to spend your points on, so none of the actions are activated. If you're having a problem setting up how many points to buy per week, that's another story and would be a bug, but if it's just that you can't do the combine/interviews/etc., it's strictly because there's nobody to scout so far.
