It doesn't appear at the beginning of the game. But if you refresh later, today it came after about a quarter but its been after half time normally, it will appear.

Whether this is intentional or not I don't know. But it is still there.

What's this? You can actually change tactics manually during a game?

No, it just allows you to check what tactics are being used in the game.
