Yes, perennial allstar is enough potential. I would recommend training PA until he hits strong. Do you know what you want him to look like when you finish training him?

imho he can't never be the "perfect" SF, his height is too low to pop in the C/PF skills, plus rebound is very low; so I would train him as playmaker, SG, maybe giving him this and next season IS and ID if you wanna try to have a real SF (an outside SF)

I would be great if he could look something like this:


Jump Shot: tremendous Jump Range: prominent
Outside Def.: wondrous Handling: sensational
Driving: tremendous Passing: prolific
Inside Shot: sensational Inside Def.: sensational
Rebounding: strong Shot Blocking: strong

That build would be ideal, but I might give him more outside skills and make him a combo guard.
