Just get a guard with 7 IS as a starter, you won't have to train it much longer after the U21 since it will be at 9 if you train 1vs1 forwards during the early years. If you have high ID to start too you'll have good enough secondaries as it gets towards to 10's by training OD too.

It is much easier to do this with guards and SFs than bigs.

Think I have my conclusion that I should be happy with leaving certain blemishes and focusing on the key secondaries rather.
JR may be cheaper but still not worth it for a big
