I would like to suggest two ways to fix it:
1) at the all star game break the expansions done after the moment of the announcement will be paid back
2) at the all star game break to the expansions to 5438/500/60/2 will be added whatever expansion contracted from the moment of the announcement.
I am not a fan of adding money to the game economy, but I think your suggestions are fair.

Are there any news about the stadium expansion?
It was supposed to be done during the all star break.

I am saving money for the arena, but I'll wait the eventual free expansion...

Waiting for what? Your arena is already above the 5438/500/60/2 numbers so you aren't going to get anything. That was clear in the beginning of the season post.

I know the post announcing the free expansion said the Utopia was excluded, but.......My Utopia team got the upgrade last night sometime.

Exactly, it was done by mistake. It took some doing but it should now all be fixed.
