Also, what does "one win in each third of the season" mean?

Scrimmages and cup included?

I would try to include the "level" of the defeats.
When you loose a lot of matches quite close, you should not be punished.

Just with high defeats with more than minus 40........that sucks and tanking would be punished efficiently

Well one could say you have 3 rounds during your season:
1) Your games against your side
2) The games against the other side
3) And again the games against your side

And you would need to win at least 1 game per round if you don't want the boycott if you have some money
(That's how i interpret it)

Make it -20 or -25. At -20 you mean you consistently lose against the backups of other teams, you are most definitely not trying to win. If you lose 8 games by an average of 20 points you could just be the worst team in your conference and also not be tanking, you may have lost 4 games for a combined -30 points (competitive) and thrown 4 games by a combined -200 to save your starters for the cup...

Don't you think that's a bit strict? Every league has a weakest team. It does not mean that team is trying to lose on purpose (tanking). Especially in the first half of the season when people are trying to stay in the cup (which is random and you can get very hard initial stages), you need pick your battles if you are one of the weaker teams and the lack clarity on how much you actually lose in terms of gates makes it difficult to understand whether it's better to stay in the cup or try to win a league game.

I think tanking is about not trying at all, it's not about trying and losing games (no matter how many) by single digit scores. Besides what are you going to do with teams who get injuries to key players? The system announced would add insult to injury wouldn't you say?

I like the idea of fans boycott, but not on the terms presented, we need a more justifiable solution for this.

And you think this formula will work? How do you estimate what is enough to add 1, 2, 3 players?

Considering the recent acquisitions in my league, this would mean like 6-20 million range...

To me what sounds odd is that you need to win at least 3 games and not just random 3 games to prove you're trying to your fans. No, you need to win at least 1 of the first 8 then 1 of the interconference and 1 again in the last 8. The first 8 is particularly problematic given everyone is in the cup and Marin's general statement does not clarify at which point (5 million? 10 million? 20 million?) the boycott becomes a 50% haircut on gates and how much the boycott is at 3 or 4 million savings, which, as Knecht said, in D1 is probably not enough to buy 2 sub-33yo starters.

I think this change could be really just very light or very hard depending on the actual implementation (the amount of savings), is it possible to ask Marin to clarify if there are differences across league levels (so in D1 it starts from higher amounts than in lower leagues because the players you can buy are also more expensive at the moment) and at which point the boycott becomes a 10% drop and a 50% drop in gate receipts?
