did he wait for the e-mail form BB saying his team is activated?

Maybe he just requested a team, but did not got one yet...

OR

He made a spellingsfault in his initial request, so he did not get the name he wanted.

First try to find out if it is the first reason, if not ask about the second...

I wouldn't know what else happened, but if it is none of these 2 you might want to contact a GM (to be found under friendly staff in the community menu on the left)

Yes he waited for that email. And there was written that his team is activ.

yes, I fear you will need a GM for this. It seems something went wrong with the account, so we won't be able to help, a Gm could, or maybe a BB is needed, but the GM will probably take care of it...
