I do t think having equal JS and JR is the perfect relationship. I quite often have someone who is 3-4 More JS and it's quite successful. I'd rather be 16/12 over 14/14

Passing is more important than handling/drive IMO

With JS-JR we know that when they are both equal its the "perfect relationship" betweem these two(14-14, 15-15, 16-16...)

What about Passing in comparison to Handling? we suppose to give attention to Driving as well in this case?
Lets talk about PG in NT lvl, should they have 17Pa, 18Ha(18Dr?) or should they have 16Pa, 19Ha(19Dr?)

Lets assume that the PG we are talking about, has 8IS+ID so of course its not classic to a Look Inside player, so we need to act to his Driving in that way?

What's your opinion about the Pa-Ha coorrelation, the same as JS-JR?

Handling is useful skill, lower TO rate and better offensive flow... but most important thing about handling is the elastic effect on pressure (OD) and passing training...
so if you want to build NT guard for big NT country, you need at least 19 OD and 14+ passing...
Ideally, 20 OD; 15 or 16 passing, 19-20 DR and 17-18 handling... passing above 15 is not salary efficient, and eats a lot of cap space... it's better to invest into inside training or JS/JR...

LI oriented GE and salary formulas forced managers to create tons of guards looking like small forwards, and all inside players are actually power forwards...

you'll rarely see true PG with 19-20 passing in top NT teams, or true SG with high JS JR combination (20 18 or something like that)...

Hey I know that guy.

I'd be skeptical that anyone can provide evidence of one being more ideal than the other. If it was (still) me, I would only train PA and JR and let them improve HA and JS as a secondary speed. From a NT perspective he may not be ideal for inside offense but you won't be able to argue with his guard skills.

More valuable might be to get that terrible FT up!
