1. Exactly. It's a small tweak.
(example: Milk is $4.99 at the supermarket. Next week, it's $5.09. OMG you didn't announce the changes. The sky is falling!)

2. It's off-season changes. Read it again s-l-o-w-l-y. O-F-F-S-E-A-S-O-N. When exactly is another best time to change things? It's not affecting anything. Enjoy the week off from buzzerbeater in between seasons, not nitpicking every small little thing there is to nitpick about.

The site's usability this offseason is the best I can ever remember it. (between coming and going, coming up on 30 seasons of BB)
