it is called salary floor. you can see the ammount on the economy page. It is around 500-600k on div 1's.
This was implemented to prevent cash hoarding and increase competetiveness in leagues. So now instead of full tanking you should tank hugging salary floor, because you will still pay atleast salary floor worth taxes if you dont have enought salaries.

Thanks Vilkai, appreciate the info.

In my case it seems a bit difficult to do as i am unable to accumulate enough funds to actually purchase players..
Its a bit of a vicious circle.

Anybody experience with that and can advise?
