I would say it is not, not at all.
Basically I use it to ensure training took place.
NO ONE at this table ordered a rum & Coke
Charles: Penn has some good people
A CT? Really?
Any two will do
Any three for me
Any four will score
Any five are live

so high DMI can actually tell you that the guy has been trained up and near his ceiling!
whereas low DMI is a great thing!

DMI is affected by game shape, salary is not. So salary is definitely a better indicator of overall skills. But what you really should be looking at when assessing a player is his skills, and the skills relevant to his position at that.
Edit: also keep in mind that salary, unlike DMI, is recalculated only once a season.

No, I merely look at DMI to see that it's been changed and that indicates to me that training occured.
I don't pay attention to how high or how low it is.

It seems to me that DMI has some link to the quality and quantity of minutes played this week and is at least in some way a representation of training. I'm not sure how it is linked, but players who sit on the bench tend to have lower DMI week after week and players who play well and for a good amount of minutes have higher DMI week after week. I haven't a clue what the real connection is though.

It's hard to say just how meaningful the Deliberately Meaningless Index is. Just another evil puzzle the BB's have presented us.
