I have no idea whether players who don't book scrimmages are active or not in general; however, you can easily find out the activity of the teams in your own conference by clicking the "Conference Information" link at the bottom of the standings. Below each team logo there is a "Last Seen", which tells you when a team last logged in.
For instance, The Human Conditions in your league haven't been around since 10/7.
