4 teams are relegated and 1 team is promoted. If any of the teams not relegated are inactive they are relagated as well if there are human teams in lower division. Also only active teams will be promoted.
So number of promoted teams depends on both inactive teams not relegated and inactive teams "promoted". All these teams will be changed for active teams that are next in order for promotion.
