Honestly, its pretty hard to tell if its had any effect at all. I changed my lineup around a lot and TIE a lot too...so its hard for me to trade my ratings from game to game. Maybe somebody who has a more consistent lineup can judge better.

Would a Level 7 PR with either skill have more effect then a Level 2 PR with the same skill? Would the increases to HCA or Away games increase according to level?

No, from the rules:

The level of the staff member does not impact the effectiveness of the specialty.
