The offseason is part of BuzzerBeater that's still not entirely automated, the exact time of the draft really depends upon what time we get started and whether there are any unexpected complications.

The draft will happen no earlier than 10 AM EST (7 AM PST) on Monday morning, but might happen anytime after that until the late afternoon

Yes, if you convert EST to whatever time zone you are in now you will know when the earliest it is possible to see draft results. However I think BB-C was saying it could be hours after that time before they are actually available. Patience young Jedi :)
