one problem i could see, that to division especially on guard position maybe need old guards in future, which could lead to curious nominations.

And in your leauge the all star game is a close one akk the time? i've seen all-star games with more then 20 pointes diffrences so?

The All-Star Game should take place right after the draft. That way, you'll never have to worry about not having enough players under 21.

Funny idea, but that wont work imo - how do you decide who is an allstar atm?
I cant imagine a 16 team league not being able to floor 16 players 21 years or younger. 1 player per team will match this criteria for shizzle.
