Or maybe an anti-90 rule in scrimmages. Surely the coach tracks the minutes of players and knows that more than 90 a minutes/week will harm their game shape, or maybe the inverse - the coach is probably trying to get his scrimmage starters into better game shape.

Well, we probably won't get anything that we'll make managing training too easy, and i'm okay with that. It just seems that the whole reason for having a separate substition pattern for blow-outs doesn't apply to scrimmage games.

Or maybe they should simply go to the players who are in bad game shape and low minutes in all blowouts? That would be a reasonable coaching decision.
