Not really sure if I understand you, Specialities doesn't have levels, i.e. trainer has his level and if he is lvl 2-7 he can have a speciality, in this case either Fitness or Careee Extension. It doesn't matter if he's lvl 2 or lvl 7 the "quality" of that speciality is the same.

What I'm saying is this: If a staff person is Level 3 and has a specialty in Fitness, would his Career Extension be as good as other Level 3 staffers?

Specialties are completely independant of the staff member's level and normal function. A trainer with a specialty in Fitness has NO effect on Career Extension, and a trainer with a specialty in Career Extension has NO effect on Fitness.

A level 3 trainer with no specialty has the same effect on training new skills as a level 3 trainer with Career Extension and also the same as a level 3 trainer with Fitness.
