Thanks for the answer and I believe you are right but Tommy would Cap around 44k salary which should be more than enough to make U21 :D but i dont think it would be for him to stay on there for a while

Star sometimes caps before 44k, I have a guy who capped at 31k in the current system.

I have first hand experience with how rough the rankings could be. When my point guard Winston Hightower was 20 he wasnt even ranked in the top 10 he wasnt even mentioned as an honourable mention( although he couldve been) but he still made the team as a backup, so dont take these rankings too seriously its basically just a list of names to look out for in the next couple of seasons.

thats the thing i dont get about Potential Some players cap sooner than others and others Cap later. does that mean there are sub levels for it?

It's a possibility, though I didn't actually try to train any other skills, maybe if I'd trained some handling I would have gotten more pops.

It's nice to see Labbe here. He's actually going to end up as a SF, and his first season was spent getting some tough defensive and inside pops. Now, it's time for the fun part.
