Downtime is completely unpredictable. Every time when a downtime is noticed, the scheduler is taken down and the transfers will be frozen and delayed. Then the transfers will be pushed back and deadlines extended.
However that's only when the downtime is actually noticed and unfortunately for us its close to impossible to have someone notice every downtime within a few minutes to lock all the transfers and other processes. So there will always be cases like the one you are talking about, these cases happen in the time gap untill we are notified and everything is frozen.
We try as much as possible to guarantee an optimal playing experience for our userbase. We want to best for our managers. However if you want to be completely sure that your players will not be sold below market value, then we say to list the player higher. If you list a player for the least amount you are satisfied with, then the downtime cannot harm you much. If you list a player below the amount you are satisfied with, it usually doesn't matter, BUT you take a risk for the few times the site actually breaks.
Downtime has many bad effects, not just affecting the transfers but much more which makes it very complicated to handle. We cannot guarantee anyone a 100% uptime as much as we would like to, it's just impossible.
