Actually I think a more probable explanation are: Improper uses of his GM privileges, taking advantage, and taking for granted and abusing the system. This is just a guess, so please do not take these words and manipulate them.
Greerzilla was not a GM and even if he was the GM's are monitored closely so it would be tough to take advantage of any of our privilages.
Further more it would be best for all that speculation is not discussed as it will only create rumors and more trouble. I can assure you that the GM's who handled the case did the required investigation and that senior GM's where involved to ensure the accuracy.
