That sounds like an awesome goal!
You'd have to support the team for two seasons, though. Or have enough to win league/cup first season then up the ante next season.
I think the best way to stay under the 25m is to invest in youth.

The salary floor is a lot higher than what it was many seasons ago.
I cant imagine that there would be much money to be made "tanking"
