I think conference winners matter - it's just not the same definition of a conference winner that you are using.
The conference winner is the team which wins the conference in the regular season.

Blah, could have sworn they stated conference winners were the guys representing their conference in the Finals. Well, time to figure out D.III plans.

I don't think this is a new rule. I think bot promotion has always followed the rule that the first check is for the regular season conference winners. Then overall record; PD, etc.
