I don't know if you trained the SF American guy that's on your roster. If you did, take the PG and train him. Training an SF is a hard and complicated work. Finding the balance to create a player that will actually function with his skills needs some experience. Just as you hate to see your PG having a high driving skill, but atrocious IS, you hate to see your PF having a high ID but weak Rebounding.
If I were you, there wouldn't be any question about me drafting the PG over an undersized PF.

Wow thanks. You guys are making this a tough decision. I keep switching these 2 guys around on my draft list. Half of you say one player and another half say another. This is tough.

With that great SF you have (remember that SFs are underpriced in this game), I'd go for the 6'0 PG.
Check the Suggestions they are important

but you know that salary and suggested position especially there also have less meaning?
Depending on his judgement he had an 10k SF who makes 8 ratings there, the sf you probadly mean could be easily an false classied guard like the most SF here.
