The first economy update of the season is always problematic and rarely runs on time. We had to make sure everything runs in the correct order so we couldn't speed it up so it ran extremely late this season (due to other updates running late). This is an unfortunate delay that we'll try to prevent in the future.
As for the player and staff salaries, they will stay as it is. I don't see any sellers complaining for not paying for the salaries of the players they sold, so we'd have to add the salary expenses to them which would probably push some of them in the red and there would be a whole now set of complaints.
Also, recalculating the economy update expenses for all teams would be extremely complicated and we'd have to do it every time the update is late, which is technically not feasible for us. This may change in the future though.
So, sadly, the salaries stay.
