Thank you Joe for this claryfiing and usefull post. For me, as former scout, it was a good reminder, but I would like to post some thoughts and questions open for discussion.
1) Prior to the draft, the U21 coach has to send me the list of scouts/users who will contact the owners of the new draftees, and the max number of players they want to have. Every seasons I have to ask to the U21 coach who will be theses scouts. The result is that the draft script is always launched too late. I should have the list during the weekend before the draft, not when the draft is over.
At the end of the season we have two options:
1. we're in an interseason with no U21-elections: imo as long as the U21 coach don't give you changes in his scouts, we have to suppose all reamains with the old, and step 2 can be started. If changes occure afterwards in the scouting team, the U21 coach can make changes in his designation list.
2.we're in an interseason with U21-elections: as long as no new U21 coach is elected , the old one and his scouting team remain in function and step 1 can also be started. Question is how motivated these 'old' scouts will be... The new U21-caoch can redirect the players to his scouts.
Any thoughts about this?
It is imperative to lose as less time possible between the draft and contacting the managers. I've seen many nice players lost/retired in these first days/weeks as new managers mostly don't realise they're having a nice draft. If a nice player isn't be trained, we can motivate the manager to put him on the TL... It's very satisfying to see such 'lost' players reach U21 or even NT.
2) If there's not enough scout, the surplus is given to the U21 coach. I've made a mistake last season, the criteria on salary was too high compared to the number of users we have in Belgium. I will change that for the next time.

Imo U21 coach should, if possible (having enough scouts), at first not be concerned with individual 18y and 19y olds training, but having an overal survey on them. His first goal should be tactical and the folow-up and adjusting skills 20y and 21y olds towards possible tactical options.
Extra question to Joe: do you have different salary levels for 18y old and 19y old drafts?
4) At the end of the week, the U21 coach and the NT coach have to discuss and decide which players will be trained for the NT (very easy: MVP+ => NT), because the training required to have a good U21 player is not the best training in long term. We had the case with Pedro De Nil; C3C asked for some skills when I asked for other skills. My training proposition was the best in the long term for the player when C3C asked the skills he needs at 21 year. Sorry but the U21 coach should have nothing to say about the MVP+, only the NT coach should decide about these players (so we also need scouts in NT, actually there are dartreb and me and I think 2 motivated guys is enough).
I totally agree an MVP+ need a special approach to reach NT. We have many potentials that can reach U21 (for one season, being 21), the way towards NT (for several years) is only given to some exceptional levels. As MVP+ drafts are very rare these players should have all the attention and support we can give them in the interest of our NT. But although I'm sure this special treatment/training is the best for our MVP+ prospects, it is still a decission up to the players manager how the player is trained (even if not optimal or as it should be), and we have to accept his choices. We just can hope....
