Yes, that's how most NBA teams operate, get a few dependable point getters, someone who could defend and rebound, someone who could spot up and shoot, someone who's effective setting up picks... depending on the coach's strategy, they just want to run a set of offenses and follow a strict defensive system, so they need players who could fill specific roles. But if they can have great players, they could expand on that and let imagination be their only limit!
I love role players, so much, that I admire people like Dennis Rodman (not his life outside of basketball though), Bill Laimbeer (come on, he's a badass!), Rick Fox (his wife is hot!). They all win championships by not being outstanding individual players, but by doing what they're being asked for in their roles for their teams. They're not my favorite players though...
