Ok. Just a thought here, but if buying a player at an excessive price ( to protect inexperienced users ) is against the rules, then why not just set the game engine to reject it as it happens. Inexperienced users definitely would not have a good read on "market value" anyway because even experienced users like myself have a hard time reading it, and the game engine should have the best read on market value at that moment. If it's all about protecting the inexperienced with an absolute policy, then why not do it properly?
...Or what about a warning to the team making the high bid (as it happens again) for example ..."you are attempting to bid 183% of market value for this player. Is this ok?" It just makes sense for the game engine to play a part in this as the bid is made and take some of the finger pointing out of the game.
