I think the better way going about this discussions was to first do a poll to see if TPE affects managers' bidding. And then if a substantial portion said it did (I'd say over a third), then question the effectiveness of the TPE formula since it's having an effect on the market.
Personally, it does affect my bidding because I look at it to see what an approximate resale value will be, because I assume it affects others.
