i had guard with no driving, and also some without IS who are playing with comparable Guards who had it and the scroing was at least not so different. With new c i recognized more improvement in shooting from all.

my conclusion it out of it when you play two guards like that

10-10
10-10
5/10-10

and they mostly score the same, with comparable percentages it isn't that important for me(who raise more when you get a better big men). Same counts for IS. It at least my observation because i got quite similiar guards through my career with this strength and weaknesses, where the IS guard could be with the old engine i am not so sure anymore.
