RB is important. IS is not. You basically score inside NO MATTER WHAT, which is why LI is so awesome. LIke I said the DR is sufficient to draw fouls...if you have Gs that can attack inside, lower IS on bigs means more slashing by guards, more fouls on opponent guards, which is as good as fouling out their bigs. Also like I mentioned above if the bigs have more secondaries (DR/PA/HA/JS/JR) the team as a whole will score better, flow better, so having more points in Defence and RB in terms of primaries is possible...

Absolutely! The easiest way to look at it is that high IS is useful for converting shots that are defended, but those other skills help get more open shots which are converted at a much higher rate. It's similar to the concept that it'll be cheaper to raise a big man's handling and passing from 1 to a decent level to save two turnovers per game instead of raise his rebounding enough to pick up two more offensive boards per game.

Game rating are useful but flawed. Some of the things that secondaries improve the most, like turnovers and assists on big men, have a much smaller affect on game rating than they will in the actual game.

Why would you say that PA is more important for Cs in LI?

There was a study done by Wozzvt that measured the statistical significance of passing at each position in predicting the percent of open/assisted shots by a team. Passing on centers looked almost as important as PG and a lot more important than PF. The reasons for this are open to debate and it's not totally iron-clad proof but it's easily good enough for me.

I'll talk only about offense since you are asking about offensive tactic and not defensive.

Skills, used in offense: JS, HA, DR, PA and IS.

There is never too much passing, but don't keep it under 3-4.

For your league, I'd say IS = 14 is enough.

Other offensive skills should follow IS to have a balanced PF.

DR = IS - 3
JS = IS - 4
HA = IS - 5

You get a very balanced PF, who needs jump shot almost as much as IS in Look inside offense. Don't forget Look inside doesn't mean "PF and C dunkfest" (that's Low post if you have good passers), but something more like "let's score as close to the basket as possible", which means a lot of driving layups (PG, SG and SF) and some midrange jumpers (PG, SG, SF and PF), attempted as close to basket as possible.

Good Driving also means your PF will be inclined to create its' own shot and not rely so much on passes from your outside players. He will also be fouled a lot because of good handling.

From a personal experience, JS and JR aren't that much important for bigs (in LI offense). In fact, I don't consider them important at all. IS makes all the way the difference.

The problem is, as previously stated, the efficacy of ID, which is, as of now, not big enough. They need to make ID work better and match IS.

That means:

A big with 15 IS, should not have a bigger efficacy than 50%, if the Bigs on the other side have 15 ID.

Let's not mention SB, which is almost completely useless.

Well 2 main things.

1. Personal experience (B3 experience).

2. I've seen the players of many B3 winning teams, and their SB was almost always quite low (compared to other skills).

I know there is a tendency to make people think that SB is important, but right now, I think it's not. If it was, there wouldn't be so much doubt over it. It would have been clear, after 22 seasons, that SB is important. Don't you think so?
