That's coming. And incidental data point - now my 198cm player also did not pop with two full weeks JR training. I can only imagine how it'll be later next season.

I think my main trainee (6'10'') had a couple of early pops in inside skills last season (pops from 16->17 so my estimated sublevels were fairly accurate).
My younger trainees in Utopia were mostly in line but they missed some pop when I was expecting one. They are shorter: one is 6'9'' one is 6'4'' and the last is 6'0''. I think some of the late pops were in HA/DR but I'd need to check.
I assumed my late pops were due to selecting the wrong coach level in the past and that the extra pops on my taller trainee was due to unexpected cross training. I don't have hard evidence to back it up but it seems that the surprises have increased so it's possible that you guys are correct in suspecting something changed.

My suggestion is to add college players ages 20 and 21. Since they have yet to receive pro-level training their skill sets would be lower then a 21 year old who has gotten trained for 3 or 4 seasons. This would make the draft much more useful and give new users a chance to get players that could immediately help them. I would limit 20yr old draftees to 7k salaries and 21yr olds to 10k salaries. There would still be an advantage to training an 18 year old for five to six seasons in order to get full potential (75k+ 110+ TSP in six seasons) but you could also just train an useful immediate help player (30k+ 80-100 TSP in three seasons).
Also I believe finding out age and height should not be something you need to pay for.
