Even without any knowledge, I can confirm that lev 7 staff would have been lev 14 under the old system. What I can't confirm (and what is really the more important part), is that a lev 14 old staff is 40% better than a level 10 old staff (this is likely not true, and it's also likely that the old lev 5 staff was not half as good as the old lev 10 staff).
My educated guess would be that the difference will be very, very minimal. But of course, I have no insider knowledge on that, and it's doubtful that anyone will announce it publicly.
