Precisely. He has very good JS and JR for a C, and his Driving is pretty awesome too. That is why he takes many shots in Motion, because of the mismatch. I'm sure not a lot of your opponents have Cs with good OD
Furthermore, his IS sucks for a C so taking jumpers are a better option for him, even as a C. And as we all know, Motion is basically a jumper offense. That is why, he takes so many shots at C! Ta-da! ;)
