It's funny when you want to marge 10 countries to a Balkan league, total unnecessarily... In most of those countries, activity is more then fine.

2 other regions have would have more countries than the Balkans. I'm afraid you're thinking about this on a different level than I am. You seem to be looking at the merging of nations as a micro issue, and if countries are fine then they don't need to worry about it or what happens. I'm looking at it as a game issue across all countries. Even if your country is fine, as I said USA is just fine the way it is, merging would be better for the overall game and especially the economy and competitiveness of the whole game IMO.

I have 1757 players for sale and I'm $25,835,360 in debt. Buy them at outrageous prices, or be selfish and make me go bankrupt. You decide, BB.

I do think having separate territory flags adds unnecessary complexity.

If that's the suggestion, I'd personally prefer a system that explicitly decouples the country from the league, so that at some point higher up, you go from a national league into a regional league, and in very small countries, there may be regional leagues at lower levels. But a team that's Norwegian, for example, whether they're in a lower level league that's exclusively Norwegian or a Scandanavian regional league or a European super regional league or a worldwide SuperChampionTurbo League should still always be considered a Norwegian team, with a Norwegian flag and their draftees acquiring the Norwegian flag when drafted because that's a case where the game design benefits far outweigh the alternative.

I think the ideal solution is one that lets teams maintain their national identity, and one that gives every single manager in the game opportunities to progress up or down a league structure in accordance with their managerial capabilities.

To expand this idea for NTs. U21 and NT would still have Qualifiers and Worlds in alternating seasons. There would be a random draw for 4 groups of 12 Territories. They could either be completely mixed such as 2 North America teams go in 1 Group A, 1 in Group B, and 1 in Group C. Or they could be based on keeping Regions intact. As an example for random draws keeping Regions intact, a Qualifier could look like this.

Group A
North America - 4
Central Europe - 6
Southeast Europe - 2

Group B
Franco Britain - 4
Scandinavia/Northeast Europe - 5
Africa/Middle East - 3

Group C
Balkans - 6
Rome - 4
Southeast Asia/Oceania - 2

Group D
Latin America - 3
Greater Asia - 4
Iberia - 5

Teams would then be randomly drawn into 2 Sub-Groups of 6 each. They would play a single round-robin with the top 4 teams in each Sub-Group advancing to a second round of 4 team Sub-Groups. Results wouldn't carry over, and the teams would again play round-robin. Top 2 in each Sub-Group advance to the Group Semifinals. Those in the Finals advance to Worlds. Semifinals and 3rd place teams in the 2nd Sub-Group stage advance to Second Chance Qualifiers. All others to Consolation.

Second Chance Qualifiers would feature 4 Groups containing a single team from each of the Groups from the Qualifier season. Second Chance would work exactly as it is now, where teams play a round-robin within their group and the Group winner advances to Worlds.

Worlds would then run with 12 teams exactly as it does now.

Consolation would have the other 36 teams. The 36 teams would be divided into 4 Groups of 9. Teams play round-robin with top 2 in each Group advancing to Knockout Stage. The 8 teams in the Knockout Stage are seeded and proceed until a Consolation champion is crowned. The 28 teams not making the Knockout Stage will play random opponents that they have not played yet in the Consolation tournament to continue to gain wins and point differential. Qualifiers are hosted by teams based on who missed the Consolation Knockout stage and ended with the best W/L & PD.
