I found this really interesting, and after reading through the thread, decided to do some research. I checked some transfers with decent handling (HN) & passing (PS) and their current owners' range of offensive flow (OF):

HN: proficient
PS: respectable
OF: inept (low) - inept (medium)

HN: strong
PS: strong
OF: awful (medium) - inept (medium)

HN: respectable
PS: prolific
OF: inept (medium) - inept (high)

HN: proficient
PS: respectable
OF: inept (low) - inept (high)
I found around 10 more that were respectable/strong and their OF range was from pitiful (high) - mediocre (low).
[Note: there are currently 109 players on the TL that are respectable or better in both HN & PS, and I can't be arsed to check them all]There are a couple of things this suggests to me:
A) there aren't currently high enough levels of HN/PS to make a large impact on OF ratings, or
B) Tactics, opponent players' skills, and/or opponent's ratings affect OF, or
C) a combination of A) and
