While this is true for managers we're probably behind on players.

11 consecutive Naismith playoff appearances in one of the consistently strong conferences in BB and 11 times final 32 in the tournament (including 2 tournament wins) all in about a 14 season prime. It's not easy to balance both of those things -- especially with a limited budget. Several teams (including myself) probably had 10-15m more resources than him and have done nothing.

Also, if he was in the other conference, he may have won multiple league championships. RiP often tanked the league finals after winning the tournament to allow a second Canadian team into B3.

I think there should be a separate vote for every player or manager.

Someone decides a few people who they think might be worthy of making the Hall of Fame, and then there is a different vote for each candidate. To make it in all you need is over 50% of the vote (and maybe at least 5 votes or something just to make sure no one gets in only because there were very few votes). After all, if more than half of the people think you should be in the Hall of Fame, shouldn't you be in the Hall of Fame? (and vice versa?)
