Yeah, I'm not sure either, but I though I remembered that a few seasons back they starting dropping banned teams down during the off season processing. For instance, there is a D2 team that was banned. If it doesn't get bottofied or at least dropped down though the Divisions during off season processing, there is going to be a D2 team going Bot during in the first two weeks of the new season...and that would be disappointing.
I know unless it's changed recently that they still go through the seven week waiting period before they go bot, though, and I presume that's probably there for those cases where appeals are successful. That's probably a good thing, since I imagine a time or two in II.4 when I lost the finals I might otherwise have felt a real urge to go ban someone in the NBBA. ;)
But you are right, this is a great point. Even though it's unlikely a team that was banned over a month ago wins an appeal at this point, it would create a major problem if they won their appeal only to find out their team went bot before the 42ish days and was dropped all the way to DV.
