are transactions up to the whim of the GMs? It's a frustrating and broken system.
That's the way it is though. They decide. You can't know what they decided and why. You can't appeal because you can't know what decision they made. If you report the same things multiple times, YOU will get fined.
The proposal of a pillory was rejected in the past and I doubt the people in charge now are more open to something like that than those who were in charge back then.
