I mean how many players are getting selected to nt after age 29?
make it 4 seasons and age 31 who hasn't played in a NT game before. And allow it from any nation not just Utopia so we can see 135+ TSP Spanish players playing for Egypt after they have been trained by Spanish managers up to age 26. Seems like a good compromise. The odds of micros losing players this way is minimal.
However, if we're simply trying to help micros, just allow merged nations to release a couple of high level trainees from bots or something. Spanish and Italian managers will overpay in FA and train the players for them, as they already do for the ones who are available.
