Could, or will be done?

Could.

Should.

If in France you did it, why you don't do it globally? Are french supporters paying more than us?

Or maybe it's spanish GM's fault...

We gm can not publish global News, since they are strictly connected to a country. So it is better when the local gm do it, and make it in the common language.

And maybe the BB will publsih a global one too.

I guess you mean the day light saving that changes the clock 1h back and forth every spring and fall. If so a global news flash wont be the best thing as about half of all the countries in the world dont use that system.
In Europe only Russia and Island dont use it but in the rest of the world a lot of countries actually dont use it any more or have never used it at all.

the thing is that the US using it, so it affect every country which don't have the same daylight saving time like the US since the complete schedule works on US clocks.

Germany have saving times to, but we change our clocks 3 weeks later so we have three week the games/training etc one hour earlier.

But you are right it causes a bit of confusion, since you have to do your math how it affects your country, if it does and the local news can say from X to Y we have everything one hour earlier.

When re-editing your own messages the quoting option should still be upon the message you originally replied to
In addition, the "reply to" should also be available when re-editing a message.

It is more a bug than a suggestion, but anyhow...

Suppose one is writing message 15 as a reply to message 12 in some thread.
Now after he already sent the message he want to edit it and quote parts of message 12 that he replied to.
At this point he can't...
Choosing the quotation will cause quoting himself.
This will never be wanted...

Add "Show messages to" box

The same as there is a "Show messages by", one will expect to have also that box as well.

At least you can use the "balise" (not sure of the english word), yourself. (q) (/q), replacing (.) by [.]
That is what I'm doing when it happens, but there should be this easy and freindlier way.
