the first can grow, age and not great primary skills are balanced by star potential. It is not too bad, so you can make of him a center with good passing and attitude to shoot. To be trained single spot, obviously. His cap is about 40K$ at current salary rates.

the second has more potential and better age, but with that height it is a bit more complex to train him as center. You need much patience with him, if you don't have better trainees.

Hi there. They are not bad, and trainable. However, don't expect to turn them into super stars, because they will have salary cap around 40-50K mark. If you want to train them, I'd advise you to buy another 18yo trainee to be trained with both of them to maximise your training effect and your profit too! I'd suggest you to train :

Season 1: IS (mono role as C) for a whole season - should improve IS significantly (with a bit of ID & JS)
Season 2: ID (mono role as C) for a whole season - should improve ID significantly (with a bit of IS & SB & DRV)
Season 3: SB (mono role as C) until Ma Boon Keng reaches 7 in SB (he should be improving faster because of his height). This should improve their SB significantly (with a bit of ID & REB). If still got time left in the season, then switch to REB training (PF & C roles). REB will also improve a bit of their IS & ID as well.
Season 4: You may continue to train REB to reach to the level you want, then switch to 1-to-1 (playing them as SF/PF) until Omar's JS improve to a satisfactory JS (may be 6?) This training will improve their DRV significantly (with HND, IS & JS).
Season 5: They are getting old and very near their salary cap. You may train their IS/ID to the level you want or they simply stop to improve.

The second player is in fact an allstar with roughly 80K$ of cap, but probably you'll get tired with his growth speed well before reaching the cap. However, in terms of height and skills, is the first that should be trained.

About training program, I fully agree on monorole training, but with changes.
1) start with defense first. It is slower than shooting, that can also be trained in a variety of ways. Training more than one player mono role (I strongly recommend 3 with 48' per each per match in usual mono-schema) means that you need some room to add birole trainings at end of season: monorole typically pushes high minutes per week, and as a result 7-low 8 in gameshape, not good for post season (48' in mono spot + 35' in the other spot, as PG/SG or C/PF = 83'). I usually do so.
2) better balance trainings over single season: I love strong defense, but a pure defender is useful to do...nothing. Even a solid shooter (I can still remember my Scuderi, first team, I trained Js to 9, but had 4 in OD: 35 points scored vs 65 opponent's ^^).
3) never ever SB. SB increases salary, grows fast as secondary, and is a SECONDARY skill in a tall man. The price-results effect was observed on a bunch of Italian players over seasons, and at the result is that SB introduces some advantages but at a very high cost, especially for a young player. With a star potential, the result could be to have lower primaries with minimal advantage.
Keng could follow a path like this:
Season 1: ID +4 (7 weeks not too optimistically) with SB +1 as effect; IS 4 weeks means +2/3 (let's say 2), RB 2 weeks (+1), rest with FT/ST. he will end with IS 9 ID 9 RB 7 SB 5
Season 2: ID +2 (4 weeks), IS +3 (6w), RB +3 (5w). he will end with IS 12 ID 11 RB 9 SB 5.8
Season 3: ID +2 (5 weeks), IS +2 (6w), RB +2 (4w). he will end with IS 14 ID 13 RB 11 SB 6

We can argue about balancing over time, as decimals, injuries, or team needs can change slightly things. You could decide t have more IS or ID or RB, but this is fine tuning (if player is fouly you should increase ID).

Salary can be estimated, at current cost structure, and excluding approximation of secondaries for simplicity's sake, as:
Now: 3.6K$
Begin Season 15: 10K$
S16: 26K$
S17: 56K$ (star cap is about 40K$)
in other words, this player will NOT achieve that level: not a surprise, this is exactly why in Italy we don't have U21 allstar in PF/C. So you should finely tune last season's program according to your preferences (some more IS or ID or RB). It will also depends on potential decimals and skilsl decimals, including secondaries. And SB would just take some precious cap out (better a 7 in SB or a 12 in RB?).

If I would the coach, I would ask my scout to do exactly so: set a basic program, than tune it over the time according to reaction, U21 needs, team's needs, and overall adjustments.

This is a balanced program that makes the player somehow useful soon.

it is always sad high potential + 19yrs + suboptimal height + bad starting point.

However, I would work in this way:
this season: ID +4 (8w), IS +3 (6w) more or less, having then ID 8 and IS 7 RB 7 (SB 8 as effect)
next: ID +2 (4w), IS +4 (8w), RB +1 (2w): IS 11 ID 10 RB 8
S16: ID +2 (5w), IS +3 (7w), RB + 1 (2w): IS 14 ID 12 RB 9
S17: IS +2 (5w), ID +2 (5w), RB +2 (4w): IS 16 ID 14 RB 11

It is a quick planning, with additional work to do later, as potential will not cap him. Some tuning favourable to RB could be done since next season.

In this planning I am showing what I would look for to my team now. About other teams (yours, or U21/NT) things could be different as end state. About this season, ID and IS, then you can tune it later. Since next season you could decide about preferring a bit less IS and RB (something like IS 15 ID 13/14 RB 12, or 14 14 14, or 13 14 15 at your choice, depending on team's style and needs).

wat a start to season 14 ... 2-0 ... but my next game.. wil be first and 99% my last game in the cup this season ... oh well.. no worries.. hope to make it 3-0 in the league after that b4 a toug match against the leaders in round 4 of the league.. still looking for another C trainee ...and maybe improve the other pos slightly..
