If that is how it's decided then I don't want it to be changed. It's fair and tends to reward lively communities.

Well, getting back on topic...

The easiest solution by far would be to continue having whoever host (meaning all games are played at their arenas), but to have no HCA given to the host nation. That way, we still get to have a host (I still don't know why we care, but I'll grant that maybe it adds "flavor" to some people), but we still get to see nations compete on equal footing.

That's how costa rica got it, and I think that was the only time it worked that way.

But it will be unfair for 87 countries in BB. We have 98 countries in BB and 11 of them had HCA in WC (I counted NT-A and NT-U21). If we remove HCA than all other countries should be disappointed. Because they should expect HCA in future and in this way they will never have chance.
As I said before - my opinion is that HCA shouldn't exist in WC. But now, after last WC, it will be unfair for others. So I accept HCA for other countries in future.
I don't want to hear opinions: "Look, Poland won in past only because they had HCA, but now HCA is removed and we don't have chance to easier way".
And I repeat next thing. HCA isn't so huge advantage as You think. I think HCA is circa about 25% of difference between normal vs TIE (or CT vs normal).
