What changed?
After it had failed a bunch of times I tried logging into PayPal directly. In a separate tab. (Like GM-hrudey also did it seems). But, that didn't immediately solve things either! I was still getting the "Fatal Failure" error.
On what was going to be my final attempt (was beyond fed up with paypal) it actually took me to the payment page. And from there on everything worked as it was supposed to. It's possible that being logged into PayPal helped once i reached the payment page. But it took what seemed like 100 attempts to even reach it.
