How about making training more important. Instead of having the training exemption just for tax purposes, why not subtract the training exemption from your overall salaries? That would mean my 62,000 a week training exemption would drop my salaries from 379,000 to 317,000.

That would basically you paying only 3k (or whatever their starting salary was). I think the training exemption would work better if it increase the salary cap by a percentage of the exemption. So if there was a salary cap of say 1mil, and you have a 100k training exemption, your salary cap would be (say at 50% training exemption) be $1,050,000
