I think you should use your head a little and investigate properly to understand why a user who recently promoted to Div I is in your BBM tier instead of just complaining

His provenience is one if not the most important factor, e.g :
- The user could have tanked or had a bad season in BBM past season which tanked his ranking
- Your team could have had a great BBM/League/Cup last season which made your rankings go up by a lot
- Your team could have deranked from the II. league
- Your salaries being lower than his is irrelevant, it could be a recent user while you could be a seasoned one affecting your rankings a lot
etc.
Observations :
- The BBM system is new, it will keep adapting in the few next seasons, after about 4 seasons of BBM it should be at it's most balanced point
- Sometimes game experience matters more than plain salaries. I've won against users who had 60k to 150k more team salary than me.
- A lot of players salaries are vastly disproporionate compared to their real value, a plyer could have 20 Inside Defense 15 Rebounding but then have 11 in all the other skills and have more than 100k salary, which IMO any team with this kind of player could be beaten depending on tactics and player build and suitability
Having looked at your transfer history, actual squad and arena I think you should have no problem having a better squad than you have already with more salary while still mantaining profit.
